Godzilla vs. Giant Monster Varan is a myth. It’s a fan-title slapped onto a low-budget children’s puppet show episode compilation. The real fight you’re looking for does not exist in Toho’s official canon. If you want to see Varan in a quality production, watch Varan the Unbelievable (1958) or Destroy All Monsters (1968). If you want a great Godzilla vs. a flying reptile, watch Godzilla vs. Mechagodzilla II (1993 – vs. Rodan) or Godzilla: Tokyo S.O.S. (2003 – vs. Mothra).

The film that is commonly mislabeled as Godzilla vs. Giant Monster Varan is actually the 1998 Japanese film (a micro-episodic series for children) or, more precisely, a specific compilation/alternate cut of the 1997-1998 Godzilla Island TV shorts. In that series, Varan (a classic Toho kaiju from 1958’s Varan the Unbelievable ) appears as a monster under the control of the villainous alien race, the M Space Hunter Nebula Aliens. The "vs." element is minimal and aimed at a preschool audience.

If you saw a VHS or DVD cover with this title, it was almost certainly a bootleg compilation of the Godzilla Island episodes. No official Toho release carries this title.
