I searched for a solid paper or official documentation specifically titled "keydb.cfg makemkv" but found none.

However, is a configuration file used by MakeMKV (a Blu-ray/DVD ripping tool) to store decryption keys for discs that are not yet supported by the open-source libaacs library.
