Do not just double-click it. Oracle 19c requires specific kernel parameters ( shmmax , semmsl ), a dedicated oracle user, and a specific directory structure ( /u01/app/oracle ). If you try to install this on a fresh Ubuntu box without reading the pre-install docs, the installer will laugh at you (silently, via error code INS-06001 ). Oracle 19c is free to download and use for development. You can build applications, learn SQL, and test PL/SQL packages until your heart is content. You only pay for a license when you go to Production .
